Code, the 2003 International Building Code, and the 2003 NFPA 101 Life
Safety Code, all as amended.See 1 below

family dwellings and multiple single family dwellings (town houses) not
more than three stories above grade plan in height.
The International Building Code applies to all other structures than those addressed in the International Residential Code.
The NFPA 101 Life Safety Code applies to all structures, new construction and existing.
However, whenever there is a conflict between the building codes, The
Land Use Ordinance, any other federal, state or local rule, regulation,
statute or other restriction, the more restrictive provision shall
control. If you are unsure which provision must be applied to a
particular project, it is always best to contact the Code Enforcement
Officer.
1 It is imperative that when planning a project, you view the amendments to the adopted Building Codes to ensure that standards are not being applied which have been deleted from the applicable code.
