Reduce sewer usage by installing a sewer deduct meter
Residential Customers have available a "summer discount" program with certain restrictions to reduce their summer quarter sewer usage.
The Operation's rate is $4.35 per 100 cu ft and the Capital rate (to pay for debt service and Capital improvements) is $5.02 per 100 cu ft of seasonal water used.
Residential Minimum $43.50 per quarter (1000 cu ft)
Non-Residential Minimum $121.80 per quarter (2800 cu ft)
Unmetered Customers $95.50 per quarter (2150 cu ft)
Late Payment Penalty 7% per annum
In 1996 the Wastewater Division needed to upgrade their Treatment plant. At that time, a sewer rate committee appointed by the Town Council formulated a Capital Charge that would take into account a $7,000,000 20 year bond that was issued in 1997 to fund this capital project. To pay the debt service on this bond and any new debt service or direct capital outlay for equipment and main replacement in later years, the total annual costs are prorated among the users based upon their summer and fall usage for the prior year. This formula was determined to be the six month usage period that primarily caused the plant to be designed and sized the way it was to treat the wastewater product. To calculate the annual cost for each customer, their third and fourth quarter billed usage is added and multiplied by the capital rate, as approved in the annual sewer budget. That result is divided by four and charged as a flat rate during the subsequent year. The actual capital rate used is calculated annually as part of the budget process by matching total capital/debt costs and relating that number to the total Town measured volume for the second half year.
