Special Town Meeting – March 4, 2003

Town of Bar Harbor

 

            The voters of the Town of bar Harbor met at the Special Town Meeting in the Municipal Building Auditorium, Bar Harbor, on Tuesday, March 4, 2003.  The meeting was called to order at 7:00 p.m. by the Town Clerk.  The following ballot clerks, having been appointed and duly sworn in, were in attendance for the election to assist if a written ballot was ordered: Deputy Jennifer Monat; Valerie Davis, Elisa DeMuro, and Anna Ryan

 

 

Article 1   ELECTION OF MODERATOR - To choose a Moderator to preside at said meeting.

 

                        The Town Clerk dispensed with the reading of the Warrant greeting, and opened the floor for the election of moderator.  Chadbourn Smith and Dana Reed were nominated for moderator.  Dana Reed declined the nomination.  There being no other nominations, it was duly moved and seconded that nominations cease.  Motion passed.  Ballots were cast for moderator, and Chadbourn Smith received six votes, a unanimous vote, and was declared elected and sworn in by the Town Clerk.   

 

                        Mr. Smith proceeded with the meeting by reading the Resolution, Article 2.

 

Article 2   RESOLUTION: A Call for a Peaceful Solution to the Conflict with Iraq: A Victory Without War – Shall the voters of the Town of Bar Harbor adopt the following resolution:

 

A Call for a Peaceful Solution to the Conflict with Iraq: A Victory Without War
 
We, the citizens of Bar Harbor, love this great country and feel we must do
what is necessary to defend the nation. With such feelings in mind, we view
that demonstrating resistance to this rush to war is the most patriotic
stance we can take at this time and the best way to support our troops.

A United States war against Iraq could have a significant impact on the
citizens of Bar Harbor in terms of the loss of life and disability among our
members of the armed forces and will kill many innocent Iraqi civilians, who
have already suffered under Saddam Hussein's rule and United Nations
sanctions.

A war with Iraq would divert billions of dollars away from federal-funded
social programs, money that could go a long way toward meeting our state and
local educational and health needs.

A war with Iraq could further destabilize the Middle East, leading to a
wider, regional war and increased support for Al Qaeda and other groups
dedicated to terrorism, thus making the citizens of Bar Harbor and the rest
of the United States less secure.

Therefore, the citizens of Bar Harbor urge the United States government to
work with and through the United Nations through peaceful means to obtain
compliance by Iraq with United Nations Security Council resolutions
concerning Iraq's disarmament of nuclear, chemical, and biological weapons
and to support the work of the international weapons inspectors in Iraq for
that purpose.

We oppose a preemptive unilateral war against Iraq.

 

 

 


Following the reading of Article 2; Nancy Schwickrath made the motion, and it was duly seconded, to adopt the resolution set forth in the warrant.  A voice vote was taken, the motion passed.

 

Mr. Robert L. Jordan, Jr., Chairman of the Warrant Committee, presented the Committee’s report as follows: 

 

At the Warrant Committee meeting of February 24th there were 16 members in attendance, a motion was made and was seconded to recommend adoption of the resolution that was presented to them as proposed for this special town meeting.  After much discussion between Warrant Committee members and some public comment on the issues being addressed by this resolution, a vote on the motion was taken.  The results of that vote were as follows: six in favor: seven opposed; three abstained; four members absent; and two committee vacancies.  The Warrant Committee made no additional motions regarding this article; therefore, the Chairman of the Committee had no motion to present.

 

Comments were then taken, following a number of proponents and opponents; it was moved and duly seconded to terminate debate.  The motion carried. 

 

The Moderator then called for a voice vote to adopt the Resolution set forth in the warrant as presented in Article 2.  The Moderator declared yeas carried. 

 

Immediately, the Moderator’s declared voice vote was challenged by more than seven registered voters.  It was moved, and duly seconded, to take a written vote.  Motion passed.

 

Following a written vote, the motion to adopt the Resolution titled “A Call for a Peaceful Solution to the Conflict with Iraq: A Victory Without War” passed by a vote of:

                        YES     203                              NO   54

 

There being no further business before the assembly, the meeting adjourned at 8:45 p.m.
