How is the Mill Rate Determined?

In the State of Maine, a mill rate is determined by dividing the total tax levy by the total taxable valuation.

The total tax levy is the combined municipal, county, and school budgets.

 Tax Levy/Taxable Valuation=Mill Rate

In the case of 2022 -2023:

$20,041,650/2,158,189,000 =.00932

The new mill rate is down $0.42 from last year’s $9.74. It is less than the estimated 5.3% increase budgeted for the 2023 fiscal year. Ahead of each budget season, the Town Assessor estimates the overall value of Bar Harbor and its assets. A higher taxable valuation will typically lower the mill rate. Taxable valuations increase when the market value of Bar Harbor properties increase.

Your tax bill is determined by multiplying the taxable value by the tax rate. For example, a property valued at $441,000 would pay $4,110.12 in property taxes for 2022-2023 ($441,000 x 0.00932 =$4110.12).

The town of Bar Harbor’s property values increased this year by 10%. This increase is not the cause of your taxes increasing.

Instead, your tax increase is due to an increase in tax levy which is based on the increase in the Bar Harbor 2022- 2023 budget.
